An effective HVAC system design is the control of temperature, humidity, air movement and air cleanliness, heat radiation etc., normally with mechanical to achieve human thermal comfort.

An accurate cooling load calculation is based on the size of the premises, the climate changes and other factors such as shade, glass area and ventilating rate. If air conditioner is undersized, it won't cool effectively. But if it's oversized, it will tend to cool in short blasts and then turn off. This increases temperature variability and doesn't reduce humidity as effectively.
